I have to confess that this is probably the first time I posed a WWI? challenge without even knowing the answer. That's one reason I posed the challenge, actually: I wanted to know more about the sculpture.
After Ellen posted her answer, I made some effort to follow up on it and came up with...nothing to corroborate it!
So here's what I'm gonna do: I'm giving a (gluten-free) bonus point to Ellen for attendance. (You can see I've done the same for Debbie in the past.) Should Ellen (or anyone else in this online contest) come up with the title and the artist name, and I can corroborate it, that player can still pick up a bonus point.
So sincere congrats are due to Ellen for researching and being the only player to come up with what seems like a plausible start to solving the mystery of this sculpture. Way to go, Ellen!

The Sculptor is Robert Cornblach,and it was installed in 1976, the security guard outside tells me it is called "eyeball".
