Debbie, it's not a synagogue (and I hadn't seen that guess when I referred to pairs of guesses).

The sculpture, Suffusion by Arthur Carter, is in a public space by the northwest corner of 48th Street and First Avenue--part of the 100 United Nations Plaza complex. There's another, larger Suffusion at George Washington University in Washington, DC; this might be yet another one. Closer to the complex's entryway is another work by Carter--it resembles this. Carter seems to have a fascination with repetitions of simple geometric forms (ovals, rectangles, and so forth). I wonder if he's a doodler.
