The newly rennovated tunnel just south of Bethesda Fountain in Central Pak?
More specifically, you are looking at Thoth, a fixture of Central Park for years, his celebrity documented in articles, interviews, and even a documentary that won an Academy Award in 2002. The tunnel leading south from the Bethesda Terrace is this performing artist's favorite venue.

Scott initiated the guessing with a good and specific guess...but then the redoubtable Dolph gainsayed with a guess that, namechecking Thoth, came closer to what was in my nutty little head.
As far as I can tell, the technical name for the tunnel is the Bethesda Terrace Arcade, where I believe Thoth was not during at least a portion of its recent restoration, which involved reinstalling thousands and thousands of tiles and replacing dozens and dozens of others that had been damaged.
So the point goes to Dolph!
