It's the Little Red Lighthouse beneath the George Washington Bridge and adjacent to a picnic area.
I strongly recommend an autumnal afternoon walk north along the Hudson Shore--say, from Riverbank State Park north to the Little Red Lighthouse, and possibly beyond. If you're not afraid of a little adventure, try a side trip on the dirt path that's along the shore to the west of a ballpark....

Thanks Debbie, when I saw the gray paint at the bottom of the door and those bolts I thought of that children's book, The Little Red Lighthouse and the Great Gray Bridge and made my guess.
